Ft. Wainwright CHPP Emissions Reduction Project - CAM Plan Preparation

Development of a detailed Compliance Assurance Monitoring (CAM) Plan for the Central Heating and Power Plant fabric filter project. Plan detailed the performance testing of the Continuous Emissions Monitoring systems pursuant to 40 CFR 60 Appendix A, utilization of monitoring data, and corrective action plan.

Ft. Wainwright NSR/PSD Air Quality Construction Permit Application

Ft. Wainwright, AK

Development of a complex multi-source emissions inventory, significance evaluation, emissions netting calculations and preparation of a detailed construction permit application for entire base and four new projects. Services also included evaluation of Alaska regulations relating to NSPS, NESHAPS and air toxics, preparation of permit strategy and presentation of information to Alaska regulators and local residents. PDC Harris Group was responsible for all aspects of achieving the goal of PSD avoidance for three major modifications to the baseline emissions.

Ft. Wainwright CHPP Title V Air Quality Operating Permit Modification

Ft. Wainwright, AK

Preparation of revised emissions inventories, permit forms, permit terms and conditions, monitoring procedures, reporting and record-keeping procedures and backup documentation for the entire base air emissions. Included were the modifications addressed in the NSR/PSD Construction Permit.

Ft. Wainwright Baghouse Construction Assistance and COMS Upgrade

Ft. Wainwright, AK

Scope included construction assistance and air quality regulatory consulting for the detailed design and commissioning of the Ft. Wainwright CHPP Emissions Controls System. Work included the review of vendor engineering and fabrication documents, and assessing specific issues relating to use of the existing opacity meters for stack gas monitoring. Procurement level documents were generated to acquire replacement opacity monitoring systems for the project.

Ft. Wainwright CHPP Emissions Reduction Studies and Detailed Design

Initial investigation, study of flyash removal processes, conceptual-level studies and detailed design, including drawings, specifications and associated deliverables for a fabric filtration system retrofit at the Ft. Wainwright Central Heating and Power Plant (CHPP).

Eielson Air Force Base Baghouse

Eielson Air Force Base, Alaska

Prepared Design-Build engineering documents for the retrofitting of fabric filter systems to the US Air Force's Central Heat and Power Plant. Deliverables included process, mechanical and control systems specificaitons and drawings, as well as air quality permitting documents. Prepared process flow diagrams, piping and instrument diagrams (P&IDs), specifications for baghouse system, ash handling, ID fans and variable frequency drives, instruments and controls and checkout, turnover and commissioning. Participated in all phases of the project, including design basis development, fabric selection, touring of existing ash handling systems, design review, value engineeirng and preparation of a Compliance Assurance Monitoring Plan (CAM) and other air quality regulatory reviews.
